In this article Apollinaire contrasts the conceptions of Pyrrhus Bardyli and Wilhelm Ostwald.

The article is a reflection on the utopian project of a universal language created from scratch (like Volapük and Esperanto). Apollinaire does not believe in the future of a language created from scratch, but rather predicts the creation of an international language that is continually created from exchanges, inventing itself through the multiplicity of uses...
Through this work, Apollinaire shows that his poetry, with its new forms, is based on an in-depth reflection on language...
"An international vocabulary is being formed, drawn from scientific, commercial, slang, military, theatrical terms, etc., which will perhaps slowly and smoothly replace national idioms, and will continue to evolve among languages, dialects, patois, slang and jargons".
